This relies on Forgejo templates, specifically pre-propulating forms:

"Additionally, the New Issue page URL can be suffixed with ?title=Issue+Title&body=Issue+Text and the form will be populated with those strings. Those strings will be used instead of the template if there is one."

The article you gave does not attacht to anything about forgejo, you ahve given me no information about what the actaull isuie is and what needs to be acomplished
