This is still pulling from our generic district mock, but it's still better than what we had. This also includes adding static content hosting for the bootstrap content on the public domain.
This is a significant overhaul to make it possible to serve totally different templates with different components for the different sites.
This will allow us to use a different URL for doing public outreach, which is nice for everybody.
