Submit report owner information #26

In report nuisance/standing water, I submitted a report (valid report with ID), then I put "Tzipporah Ribble" in the owner name and I put "3853097283" in the phone number box. I clicked "update" report and got an error message above the owner name.. Eli said to copy and paste this so,

`create notification: save reporter: new contact phone for '+13853097283' on 128: contact add phone: collect row: ERROR: duplicate key value violates unique constraint "contact_phone_pkey" (SQLSTATE 23505)`
